I know for a fact that this works perfectly well in Scotland. My mate lives in Fife and it's as clear as any normal picture.

I would suggest removing the text from the button images and leave the buttons without. Using your css styling, making the 'textless' buttons the background image for the div or cell and center the text over it according to the selected language. I don't know what programming language you are using ...
