IMHO it is the banking lobby that pushed for this new law.
the ppl who are operating with black money have their own ways, offshore accounts, associated companies, bank loans etc. to make it all look like they are normal businessmen

the contract for the transfer of ownership of a real estate or limited estate rights is only valid if done in the form of a notary deed. Then the contract will produce legal effect for the third parties only from the moment it is registered in the land registry office

normal liquidation in BG takes 7-8 months to complete and costs 700-1200 BGN with all fees and costs.
the other option is to find a guy who collects companies and pay him a small fee for getting your company. then getting rid of the company is immediate and cost is again 500-600 BGN at least

any deal of 15 000 leva or partial payments for such a deal should be done through the bank. penalty is 25% of the cash paid amount for persons and 50% for the companies
