We have an account with fib as well. We have to pay one stotinka for an emailed bank statement to Germany for each movement.
But it takes you at least seven working days to open an account - at any bank. So I guess there will not be enough time to get your account details.

You can not strictly say NO. This depends on your insurance company and the risks they cover. It is a NO when you want to earn some money.
But if they cause damages you will have to pay a higher amount.
