The whole business of EU subsidies for Bulgaria has been very well messed up by the authorities in both Brussels and Sofia. It makes those MP's in Westminster seem almost honest in comparison !

Adding to what's already been said, particularly Mat's post - there is no subsidisation of or grants for the cost of building a PV generator in Bulgaria, whether large-scale commercial or on the roof of your house. The incentive is supposed to come from the relatively much higher price which electricity distributors have to pay for PV-generated electricity connected to the grid. In Bulgaria's case, they have to pay 80 leva/KWh versus - from memory - about 3-4 leva for fossil-generated. Of course the distributors then pass on that cost in the pricing to all their consumers.

So far as I know, there is still a seemingly attractive funding line ex the EBRD for renewable energy projects via local banks but a few months ago they excluded PV projects from the scheme. Apparently the EBRD no longer believes that the cost of PV installation can be justified by the anticipated returns - and the time needed to break even (by some estimates, 15+ yrs).

In some rather more developed parts of the world - eg, California - domestic PV installation is big business despite the cost. You can cover the entire roof of your home with cells and get paid by your electric supplier for the surplus generation beyond your own consumption. Of course this requires two-way meters and other bells and whistles which I doubt we'll see in Bulgaria any year soon ...
