Yes, those fees are for the "Twenty Ten Course" membership. A Golf Course that was the host for the Ryder Cup and the 2010 Welsh Open(part of the European Tour). A World Famous Golf Course on a World re-knowned Resort, good value I think.
You could also select to take the "Championship Club Membership" which gives you access to 2 World class Golf Courses-"The Roman Road" & "Montgomerie" . Joining fees & annual subscription from £750 to £1200
Now look at the Daily Green Fees,the "Twenty Ten" is expensive due to it's quality and fame but "The Roman Road" & "Montgomerie" are reasonably priced which attracts golfers from all over the World:http://www.celtic-manor.com/download.aspx?type=cms&docID=3252
Now look at St Sofia Golf Prices. This isn't a case of being a "Neg-Head".The new couses here are very good but they need to compete with thousands of other good courses around the World for business. Why would someone decide to pay a lot more just to come to Bulgaria ??
What i am negative about is the access the average Bulgarian has to the game..none at all. It's just my opinion, but I think everyone should be able to enjoy the game of golf but this game is only for the rich here and the members of the BGA prefer it that way. 2 weeks salary to play 1 round of golf insures that

I suppose it depends on what you think is sensible. To play on the very mediocre courses of St.Sofia,Sliven & Ihtiman, you can expect to pay between 30 to 50 Euros.
To Play on the new Resort Courses (Thracian,Lighthouse,Blacksearama,Pravets,Pirin) you can expect to pay between 55 to 90 Euros.
These are the sort of daily fees you'd expect in Balkan Countries but if you want to look for a package golf holiday, I think that Turkey has a lot more to offer.
