You could try here, but really....don't hold your breath. They have an office in most Towns, I gave up after going to their office day after day for 4 months.
They don't get paid much so I'm sure the company you'll complain about will happily give their representative a few Leva to go away. I'd forget about it & move on if I were you.

Bulgaria...Consumer Rights? Say it out loud and realise what you're saying
Good Luck anyway

Taken from the SOLVIT website:

SOLVIT does not deal with problems between businesses or between consumers and businesses, nor with complaints about EU institutions.
(For networks that deal with problems outside the scope of SOLVIT click here).

SOLVIT only handles problems with a cross-border element that are due to bad application of EU law by public authorities within the EU member states.
If you prefer to use e-mail, fax or post, you can find the form and addresses here.

If SOLVIT is not the place to go to, then does anyone have info on any consumer rights people in BG. (i know a lot of you are now laughing, i would be too if it weren't happening to me)

For consumer rights complaints within Bulgaria, (so long as you're not a Bulgarian citizen) try the European Consumer Centre: ... enters.pdf

I have used them in the past following a dispute with damaged baggage at Sofia airport and did eventually received recompense.
