One confusing thing about looking at house adverts is how the location is described. People get quite upset when a house says it is in Burgas but is about 70 kilometres away from that city. Now I may be wrong but I think this is done to a confusion between cities and regions. Here is a link to a map of Bulgaria showing the main adminstative districts, there are 28 of them, and all named after the principle city.
So a house 'in' Burgas could be right up near Sliven or down on the Turkish border, don't expect it to be near the city unless it clearly says so! As you will see, in the South West of Bulgaria for example there are three districts, Burgas, Sliven and Yambol, and in Burgas there are 13 municipalities. Some but not all municapalities have websites here
The district has a Governer, and the municipality has a Mayor. If you know the name of the municipality, this site will give you contact details for the Mayor, but I don't know how up to date this is.

The district (rather like our countries) is called an Oblast, not sure of the Bulgarian for the municipality, but the mayor is the Kmet.
