Absolutely we have seen this card it is in circulation, how you get it is " beggars belief" we will go back next week and see if we can unravel this mystery.
Maybe this is designed to confuse us!!! not difficult!!

You get it the same as the white card, just ask for the foto ID when you apply, it cost another 30ish leva tho.

Our paper one ran out, so we went to immigration and they gave us permanent residenency.no photos just plain credit card size.dent have to go back to immigration ever.
I started out as some of the others here, Visa, which led to the Photo ID, led to the white crappy card! This ran out in April so asked to apply for the photo ID. Was told we had to get a new white card (as I needed something to cover the grace period from last one running out), got white card and told to come back after 10 days to apply for photo ID. Finally got back to Plovdiv on Wednesday, 1 more form to fill in, copy of passport and white card, fast process which came to 39 leva, told come back Friday after 2 and there I had it! The girl explained that it was 10 years, she said it twice and the last time with a smile on her face! Think she knew how great this was for us foreigners!!!
Oh and I have less than a year left on my passport and still got it for 10 years. I am not arguing as to why, I am just happy I got it!!!!
