Had you bought the property in your own company or name then it would not have been possible to inherit the taxes. Hence ABC's surprise at your statement, notaries require proof of tax payment prior to transfer of ownership.
You could still have been landed with the utility bills, if you didn't check for these at signing, though the amounts are not generally so drastic.
The market is still full of Brit sellers trying to offload their companies, some will only sell their property if you also take their company. It sounds like you bought one these "packages".
A lawyer is no magical safety net, contrary to popular misinformation on this forum, they dont actually stand in ques at various utility boards checking for unpaid bills.
The amounts you mention as owed so far all add up to less / the same as what the lawyers recommended on this forum would charge you, so just pay up, get everything cleared and get on with it.
A lesson to all, dont buy a second hand company just to own a property, the only person who benefits is the seller.

Assuming the accounts were also up to date and there are no fines on those.

Not much consolation to you, I know, but you have got away lightly. We were stung for about 2000 lev ( in 2004) I think we were even paying the local grocers bill (joke)

yes we think absorb it and think ourselves lucky it could have been a lot worst,the most that bothers us is the house tax albeit not a large sum of money however this we would of thought would have came to light with the lawyer, never mind the sun is shining get to the beach and enjoy life, this being the plan today,all said and done it is a lovely country and we enjoy it...
if you've bought the company shares only it's company debt anyway .... you have to pay, however you've paid something for these company shares, if you have paid officially only the nominal value of the shares and you have transferred through the bank the real price of the shares then you have a claim for the difference against the sellers.
From the very beginning I think you've been mislead because now as you can buy land in you personal names you would have bought the property and car with all taxes paid /otherwise no deal is possible/ at least

Just to ask you i understand that you bought the whole package but did you choose your own lawyer ? or was one suggested to you by the seller or agency if you used one ?
If its the latter this could be why you have these problems ..
No we never chose our own lawyer,he was recommended by the person who held the keys to the house and the previous owners bank account too,the seller is oblivious to it all,
